Looks very much like Hebrew to me but you have to take account that the letters in the stamp are mirrored so that in the actual wax seal they would be correct. Unfortunately I can't read Hebrew but I could recognize several letters when quickly comparing them to the letter chart found in the Wikipe...

language of engravings

This is a Dutch silver wax seal/stamp made in Amsterdam 18th century. I have trouble finding what language the inscriptions are. Looks a bit like Hebrew but doesn't fit modern alphabet.

Any help would be much appreciated,

Possibly Nils Erik. Denmark. silver mark NE FROM 925S. the design also fits some of his work if you imagesearch his name + necklace.

I looked in my book "zilvermerken van voet" and it's there as you say. I am still getting to know the book and city marks. Using the date and city name you provided I was able to pin down the makers mark to "Johannes Warren" and find the same marks on the web: https://keuren.zilv...

Silver spoon marked with Dutch sword (19th century version), mark 9C I believe as I can see a thin separation line between 9 and C, and possibly the mark JSS in a cursive font.
