What are the 3 symbols representing - i only know the traditional symbol for sterling being the lion or anchor

Marks on the creamer - the insignia at the start (RS) is so worn it doesn't show up in the pics.

I have attempted to load a pic using this method - it is for a cream and sugar set - believed to be from 1800s?

Cant identify these marks
I was told by the previous owner that this cream and sugar set were sterling however i have been unable to identify the marks. There appears to be a makers mark beginning with an R, then 3 symbols (2 of which appear to be heads, followed by an S which should identify the year.
