I'll have to hunt for it but I have the same marks on a "Military-Style" Clarinet shaped badge/pin (as opposed to having one pin that hooks in then back out of one's clothing, it has two straight pins with lug closures, similar to those found on a "Tie-Tack". I gtot the feeling (...

A bit of a stab in the dark but judging by decorative style & subject matter, would say Austro-Hungarian, German or Austrian (German Black Forrest).
