I can't pass any judgement on the veracity of the piece or its marks, but these arms came together in April 1558 when Mary Queen of Scots married the French Dauphin Henry. The bracelet looks to be Algerian silver (North Africa). The word across the band says جزايريّة [Jazaayeriyyah] Which means 'Algerian'. If you have a look at the flag of Algeria, you will find the same motif as the hallmark.

The mark appears to be for the maker "Barzoo". The second mark is "Isfahan" indicating his city. The third mark is 84 - the Russian standard.
