Removing blotchiness on sterling surface that will not polish out

I usually have no trouble polishing badly tarnished silver using a good quality non-abrasive polish. But occasionally I get a piece of sterling with some type of blotchiness on the surface that will not polish out. It is not a coating of anything. I have never been able to find out what causes that ...

It appears that the faint Eagle stamp has a "1" inside, which would mean from a maker in Mexico City. The Eagle stamp was used from 1948 to 1979.

As for the silver purity, almost all Chinese export silver made from late 19th to early 20th C. was made from melted down Mexican and South American silver dollars, thus was 90% silver. It was a silver source they could depend on. Many of these pieces have "90" stamped on them.

For now, I think I will say Chinese export silver (late 19th-early 20th C), with a Southeast Asian look in the figures. Chinese export silver was often marked with one or more Chinese characters, plus double-letter English initials. But I cannot find who "BH" might be. Maybe Adrien von Fer...

Very unusual. Yes, the designs (the human figures anyway, even though they are not formal Thai deities) could be Thai, with Chinese influence in the foliage, as you suggest. Hi, Definitely made in Thailand, with the Ramakien (Ramayana) figure in the center, likely mid 20th century. The mark is unusual, probably a maker's mark, nothing about the silver content. If the characters in the second and third pics were turned right side up, then the double character on the right is the jungin mark which means silver. Could be Chinese or (more likely, I think) Japanese.
I cannot read the other characters.

Hi,
It was made in Thailand.
The 100% refers to the purity of the silver content (but do not trust that without doing your own testing).
The 15 บ is the abbreviation for 15 baht-weight, which is approximately 7.5 ounces.

The writing is Cambodian, but I don't read Cambodian/Khmer.
The number may be 800, or 900, which would indicate 80% or 90% silver, if accurate.
