NIO 90 Hallmark ??

Its stamped with what appears to be a windmill then NIO 90 I have no knowledge of foreign silver.. could someone tell me if it is real silver? and if possible who the maker is? George Edward & Sons Hallmark but with another stamp of TH?

I have a silver item with a clear Edward & Sons hallmark 1894 but it also has TH stamped before the Edwards hallmark.
Any ideas what this is?
