WEV: I have only seen the Balanced Scales on Meriden Britannia EP pieces in (3) of their catalogs 1873 , 1878 and 1886. A star between the scales denoted silverplated Nickel Silver. No star denoted silverplated white metal. Pray tell- when , where was the mark MBC used ?

Poole called your piece a "Silent Butler". It is shown in Poole's 1953 catalog. Course, it's original purpose was to clear the tablecloth of crumbs between courses of multi-course meals.
