They usualy are made from silver... It's easyer to work with silver then alpacca or other materials.

Hi,
The person ho made this candlesticks used a modern engraving machine. I use this kind of machine for polish and I know what can do. Look on youtube and you can find some cute hand engraving videos, and you will understand the diference of handwork and machinework.

It's looking like Faberge work style. If you know the piece history, and it's realy old, not a modern replica, It's better to keep it.
For me, in your foto, it's looking very genue, just the inventory number I don't like...
